The Democratic Republic of Congo is facing ongoing aggression and human rights violations — many linked to external actors like Rwanda and armed groups such as the M23. These violations undermine peace, sovereignty, and security.
- Cross‑border Aggression: Incursions and direct support for M23 by Rwanda. 
- Exploitation of Resources: Illegal mining and trade of coltan, gold, and cobalt. 
- Use of Child Soldiers: Recruitment and exploitation of children in conflict zones. 
- Mass Displacement & Atrocities: Disruption of communities and grave human rights abuses. 
What Must Be Done — Stronger Policies for Peace
To foster accountability and a just peace, the United States and international actors must adopt policies that cut the roots of this crisis:
- Sanctions: Targeted Magnitsky sanctions against those financing or supporting armed groups. 
- Leahy Law Compliance: Halt U.S. aid to units implicated in atrocities. 
- Arms Embargo: Strict enforcement to prevent weapons from reaching armed groups. 
- Regional Peacebuilding: Stronger enforcement of international agreements and protection of civilians.
